libinput-dev software package provides input device management and event handling library - development files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libinput-dev
libinput-dev is installed in your system.
Make ensure the libinput-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libinput-dev *
You will get with libinput-dev package name, version, architecture and description in a table
